Katharine Owens, associate professor in the Department of Politics, Economics, and International Studies, co-authored an article in the current issue of the Maine Policy Review. The article, ENACTing Leadership at the state level: a national educational network for engaged citizenship in state legislatures, is co-authored with Rob Glover of the University of Maine and Kathleen Cole of Metropolitan State University in Minnesota.

All three authors are members of the first cohort of ENACT (Educational Network for Active Civic Transformation) fellows through Brandeis University's International Center for Ethics, Justice, and Public Life. ENACT fellows engage students in hands-on policy learning and advocacy in their state legislatures.

The article describes the program and how each of the fellows implemented ENACT. It is available for free download through a digital commons license at the Maine Policy Review website.
